On October 12, 2023, the launching ceremony of Zhengli Marine Development (Shenzhen) Co., Ltd. and the seminar on the development of offshore wind power industry were successfully held in Qianhai, Shenzhen.Leaders of the Shenzhen Municipal Government, experts and scholars in the field of ocean, and partners gathered together in Qianhai.Shenzhen is committed to building an international oceanic center city.  The landing of "Zhengli Marine Development (Shenzhen) Co., Ltd." plays a positive role in promoting the innovative development of offshore wind power, ocean engineering and marine science and technology, and helps the rapid development of Shenzhen's marine economy.

Xu Chun, Vice Chairman of Zhengli Haifa, delivered a speech.Zhengli Haifa, a joint venture established by Fujian's outstanding private enterprise Zhengli Marine Engineering Co., Ltd., Shenzhen Shipping Fund and Equator Oasis Fund, invested in the construction of the world's leading 3500-ton fully-rotating self-elevating self-propelled offshore wind power installation vessel.  The vessel has self-propelled and self-elevating functions, with a pile leg length of 136 meters and a working water depth of 70 meters.  It has the function of foundation construction and installation of wind turbines with a capacity of 22MW and below, and is suitable for navigation in unlimited navigation areas.It can meet the needs of deep-sea integrated offshore wind power construction operations.The vessel was built by Shanghai Zhenhua Heavy Industry Group and is expected to be delivered by the end of 2024.  Upon completion, it will be the largest self-propelled self-elevating offshore wind power installation vessel with the highest lifting capacity and comprehensive operation capacity in the same type of vessel in the world.  It will add a new tool to China's new energy capacity output, accelerate the construction of deep-water wind farms in China, and promote the sustainable development of the industry.

Guo Xiaoyang, Deputy Director of the Administration of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, attended the event and delivered a speech.The development of the marine industry is related to the future of the national marine strategy.  The ocean is an important carrier for expanding economic and social development space.  The blue economy represented by shipbuilding and marine engineering, marine technology, and shipping services is becoming a new engine to drive China's economic growth.Qianhai Administration is making every effort to promote Qianhai's deepening reform and opening up to a new level, making contributions to making the Guangdong Hong Kong Macao Greater Bay Area a strategic fulcrum of the new development pattern, a demonstration site for high-quality development, and a leading place for Chinese path to modernization.

Zheng Cai, the director of the Port and Shipping Division of the Shenzhen Transportation Bureau, attended the event and delivered a speech.  As the management department of Shenzhen Shipping Fund, the Shenzhen Transportation Bureau actively guides and supports shipping enterprises to accelerate technological innovation, promote the development of the shipping industry towards green, intelligent and efficient direction;encourages enterprises to increase investment in research and development, introduce international advanced technology, cultivate core technologies with independent intellectual property rights, enhance the overall competitiveness of the shipping industry, and contribute to the high-quality development of the shipping industry in Shenzhen.

Mr. Guan Tongxian, the 90-year-old founder and former president of Shanghai Zhenhua Heavy Industry Co., Ltd., specially flew from Shanghai to Shenzhen to attend the ceremony and delivered a speech.Mr. Guan Tongxian shared his wonderful ideas about the future development of the marine industry, and the audience fully felt his enthusiasm for the national marine industry and his ardent care for Zhengli Haifa.

With the initiation of Mr. Guan Tongxian, Director Guo Xiaoyang, Director Zheng Cai, Secretary-General Su Yujun of the Guangdong Yangjiang International Wind Power City Expert Advisory Committee, Vice Chairman Xu Chun, and President Gao Ling, a new chapter of Zhengli Haifa was officially opened, marking a solid step for the company.

Keynote speech to promote high-quality development of the industry

At the meeting, the Administration of Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone in Shenzhen shared preferential policies for shipping industries such as ship leasing;Mr. Chao Shifang, the director of the Ocean Engineering Institute of Shanghai Zhenhua Heavy Industry Design and Research Institute, delivered a speech on the theme of "Development of High-end Equipment for Offshore Wind Power";Zhu Ronghua, a professor of Zhejiang University and the director of Guangdong Offshore Wind Power Provincial Laboratory (Yangjiang), shared his insights on "Technology of Deep-sea Offshore Wind Power (Floating/Fixed)".Dale Young, the executive director of the Business Development Department of Shiludewen Shipbuilding Heavy Industry (Guangzhou) Co., Ltd., delivered a speech on "The Current Situation and Development Prospects of Offshore Wind Power Market".

Roundtable dialogue to explore the future development of the industry

After the keynote speech, a roundtable dialogue was held, chaired by Gao Ling, President of Zhengli Haifa Company.  Wei Peng, Chief Engineer of Offshore Wind Power Company of China General Nuclear Power Corporation, Xu Wenhui, Secretary-General of Hydrogen Energy Professional Committee of National Energy Research Association, Li Bin, General Secretary and Chief Engineer of Party Branch of Harbour and Shipping Branch of China Poly Changda Engineering Co., Ltd., and Chen Jieyu, expert of control system of China Offshore Engineering System Equipment and Business Division, conducted in-depth discussions on four aspects: opportunities and challenges of China's offshore wind power expansion in the international market, development and future prospects of hydrogen production technology of offshore wind power, how deepwater wind power leg ships can help the construction of floating wind turbines, and thoughts on localization of offshore engineering equipment.  The professional insights and experience of the four guests showed that the offshore wind power market, offshore wind power, offshore engineering construction, and offshore engineering equipment have broad prospects and future in the future development, and marine energy and marine engineering have great potential.

The fate of mankind is intertwined.  Gao Ling, the president of Shenzhen Zhengli Haifa, said, "The 3,500-ton Zhengli is the starting point for the company's new journey.
